What is the best excersise to work lower abs?

I do crunches and regular sit-ups to work on my abs, but my main concern at this point is my “gut” and lower abs. I walk on the treadmill at least three days a week, I eat sensibly (between 1300-1500 calories a day, depending on whether or not I excersise), and I am still not happy with my stomach! Please help.
